
How Japan Learned to Live With Earthquakes
Japan experiences about 1,500 earthquakes every year, more than almost any other country. The reason lies deep underground. The outer layer of the Earth is broken into large pieces called tectonic plates, and four of these plates meet directly beneath the Japanese islands. The plates are always moving, though usually only a few centimeters a year. When one plate slides slowly under another, in a process called subduction, huge amounts of pressure build up along the edge where they touch. Eventually, the built-up pressure is released in a sudden movement, and the ground above shakes. This is why Japan sits in a part of the world known as the Pacific Ring of Fire, a long chain of fault lines and volcanoes that circles the Pacific Ocean.
Given this constant risk, Japan could not simply build the way other countries do. After a devastating earthquake destroyed much of Tokyo in 1923, and again after a major quake hit Kobe in 1995, the government tightened its building codes, the legal rules that set minimum safety standards for construction. Modern Japanese buildings are designed not to be perfectly rigid, but to bend and absorb energy instead of cracking apart. A rigid structure that cannot move will eventually break under repeated shaking, so engineers deliberately build in flexibility.
One key technology is base isolation. Rather than fixing a building directly to the ground, engineers place rubber and steel pads, sometimes combined with sliding bearings, between the foundation and the structure above. During a quake, the ground can move rapidly while the building above the pads moves much more slowly and gently, almost like a boat floating on water. Another common solution is the damper, a mechanical device, often built from steel or filled with liquid, that absorbs the energy of shaking and converts it into heat, reducing how much the frame of the building actually sways. Skyscrapers in Tokyo now regularly include dozens of these dampers spread across different floors.
None of this makes Japan immune to disaster; earthquakes can still cause serious damage, especially to older buildings or through resulting tsunamis and fires. But the combination of strict codes, flexible design, and constant public preparedness drills means that a quake which might destroy a city elsewhere often leaves Japan's modern buildings largely undamaged. Japan cannot change its geography, but it has spent a century learning to live with it.
